During a visit to France, His Excellency, Minister of Higher Education and Scientific Research, Dr. Abdul Razzaq Abdul Jalel Al-Esa inked with the France Minister of Europe and Foreign Affairs, Mr. Jean-Yves Laudrian a letter of intent which includes enhancing cooperation between Iraq and France in the fields of higher education via resuming scholarship program for Iraqi students to obtain Master and Ph.D. degrees in the fields of engineering, law and political science, training of French Language faculty members in order to promote sending Iraqi scholars to France and rehabilitate colleges of the University of Mosul.

Dr. Al-Esa said that the agreement includes inaugurating two offices in the Campos France Agency, French Institute in Iraq in order to introduce French Higher Education for Iraqi students to provide consultancy and to help students choosing the appropriate competencies to meet their qualifications.

His Excellency added that the two sides reviewed supporting the Departments of France Language in the Iraqi universities, reviving the university partnerships which based on different universities such as University of Clermont-Ferrand, Institute of Political Studies in Paris and the current partnership with the University of Artois.

Dr. Al-Esa reviewed that the agreement includes cooperating with the International Center for Pure and Applied Mathematics and allowing Iraqi faculty members to work with their counterparts from several French universities as well as inaugurating French-Iraqi networks belongs to the Iraqi Higher Education and forming an association of Iraqi veteran grantees who continued their postgraduate studies in France and reviving the Iraqi Association for faculty members of French language.
