Directorate of Studies, Planning and Follow-up

It is headed by a General Manager who obtained a Ph.D. and whose academic title is no less than assistant professor, and who has University service of no less than ten years, the Directorate undertakes the task of building informed human capital via providing university and technical education opportunities for all society, promoting scientific specializations in universities, developing the central admission system, expressing an opinion on the proposals of universities and the Advisory Board regarding the required innovations after studying the extent to which these innovations meet the controls and conditions, as well as achieving an integrated statistical system that meets all needs, developing the efficiency of the performance of employees in the Ministry, supporting the administrative apparatus with modern information systems while working on developing and approving university curricula, organizing advanced training courses, supervising training programs prepared by universities, institutes and centers affiliated with the Ministry .

Sections Directorate of Studies, Planning and Follow-up

It is managed by an employee with a university degree and has university service of no less than (8) eight years, he/she is in charge of setting the general policy for accepting middle school graduate students in all its branches in Iraqi the colleges and institutes in the day and evening preliminary university studies and the tasks of preparing the foundations, controls and conditions for accepting students in the various admission channels, preparing instructions and controls related to student affairs, and he/she undertakes his/her tasks through the following divisions:

Section of Admission and Application:

It is concerned with the affairs of students who are centrally accepted (student affairs means everything related to them such as admission, registration, transfer, hosting, promotion of enrollment, postponement, modification of candidacy, etc.), as well as answering the university records related to the opinion board and providing specialized opinion regarding the treatment of students’ cases and others, participating in the investigation and inspection committees and following up the minutes of the deans’ committees according to the Supervision and Scientific Evaluation Apparatus.

Section of Evening study division:

It deals with the affairs of students admitted to evening studies by universities, as well as accepting the families of martyrs, distinguished employees, the top 10% graduates of institutes, and members of the armed forces in accordance with Resolution 437 of 1989, and all matters related to their affairs, as well as answering the minutes of the body supervising the evening study, participating in investigative and inspection committees.

Section of Expatriates: It deals with all expatriate students, as follows:

Iraqis who have certificates equivalent to the Iraqi preparatory certificate and who wish to complete their studies to obtain a bachelor’s degree or diploma inside Iraq, as well as those covered by the transfer controls from outside Iraq to the corresponding colleges and institutes inside Iraq, as well as non-Iraqi residents and non-residents wishing to complete their studies to obtain university and postgraduate degrees, as well as following up everything related to their affairs and following up on the validity of the issuance of their documents from the authorities from which they graduated and participating in investigative and inspection committees.

Section of Documents Auditing:

This Section is concerned with following up checking the documents of students admitted to all types of studies (public morning and evening and private morning and evening) and for the various admission channels, as well as issuing orders related to students who are proven to have forged preparatory school documents or documents and participating in investigation and inspection committees.


Managed by an employee with a postgraduate degree and has functional experience in the field of specialization of not less than (8) eight years, he/she undertakes the collection, classification and analysis of statistical data and information, implementation of programs to manage information and its electronic flow between the department and the corresponding departments in universities with continuous updating of it, preparation of plans acceptance according to the strategic directions of the Ministry and the production of official statistics on universities, their colleges and institutes, students and faculty members, as well as all data and information related to the work of the rest of the departments of the Ministry and its formations, the provision of information services and the adoption of standards in comparison and measurement and it undertakes its tasks through the following divisions:

Section of Statistics and Databases:

Dissemination of university and technical statistics databases, modernization of the university statistics system and update of the structure information of universities, colleges and departments for public and private education, data collection, auditing and unification in unified databases, issuance of statistical guides and reports on key indicators for university and technical education and in coordination with the Central Statistical Organization, issuance of education graduates guide Higher Education for university and postgraduate studies, preparing the annual statistical report for all university activities, including the scientific plan, checking the names of faculty members and employees that are requested by various parties in the Ministry or other Ministries.

Section of Information Systems Management:

Building and designing systems and programs for the department’s tasks, classifying governmental and private Higher Education’s information and preparing evidence for that, such as classification of majors, preparing and following up the unified statistical number, following up the job bank information system with the Ministry of Planning, following up the state car statistics system with the Ministry of Planning.

Section of Data Analysis:

Analyzing data to determine the extent of the need for the services of faculty members and employees wishing to transfer or extend their service, preparing indicators of the national development plan, preparing indicators of gender and sustainable development, analyzing data using charts, as well as preparing various other statistical indicators.


Sections of the Department of Studies, Planning and Follow-up

It is managed by an employee with a university degree and has university service of no less than (8) eight years, it undertakes the tasks of planning for the development of universities from the scientific and educational aspects through the creation of colleges, departments and scientific branches in universities, colleges and institutes and follows up the study systems, decisions and recommendations issued by the committees in charge of developing curricula according to the relevant Ministry’s Directorates, updating the systems for morning and evening university studies (exams, summer training , certificates, university calendar....) conducting specialized studies and completing the indicators of the national development plan for Higher Education and continuous updating thereof in coordination with the Ministry of Planning and all entities not associated with the Ministry and assumes its duties through the following sections:

Section of Planning:

It is concerned with supervising the developments of all universities and preparing reports on innovation to obtain the original approvals, following up the investigative and auditing committees in the universities, preparing action plans for the activities of the Department, studying proposals, studies and opinions submitted by universities and other parties and expressing an opinion on them, preparing periodic reports, submitting educational reports to universities and in coordination with the Reconstruction Directorate, completing the university's mail on planning matters and completing the committee's mail.

Section of Studies:

Preparing the university calendar annually, following up all its belongings during the academic year, studying instructions and studying amendments thereto, expressing an opinion on the proposal of institutions affiliated to all Ministries, expressing an opinion on proposals for laws, instructions and internal regulations, expressing an opinion on the minutes of university councils related to the work of the section, participating in investigative, inspection and technical committees, expressing opinion and following up the minutes of the deans' committees in coordination with the Supervision and Scientific Evaluation Apparatus.

Section of Curriculum:

Studying the units in the curricula at the level of universities, colleges and departments, following up the curricula in Iraqi universities and the Technical Education Commission, following up the study systems approved in all universities and the Commission, following up the study units and everything related to them, following up the instructions and contexts of writing textbooks and assisting in universities and expressing an opinion on it.


It is managed by an employee with a postgraduate degree and has university service of no less than (8) eight years, he/she undertakes the task of drawing up a training and development policy for the development of human resources and continuous updating thereof, preparing the programs necessary to implement the training of human resources for the Ministry’s center and seeking the assistance of international and local experts, supervision and technical coordination with Continuing Education Centers and units in all universities and assumes its tasks through the following sections:

Section of Planning and Career Development:

Preparing and implementing training courses in the Ministry's office, training the Ministry's employees with the aim of increasing their efficiency, preparing periodic reports on the department's activities and proposing to develop its performance, preparing action plans for the department's activities, informing the Ministry's Directorates and formations and all Ministries of the training courses prepared by universities to participate in the courses, supervising the implementation of training plans prepared by the training centers affiliated to the Ministry's formations and following up their implementation, following up the students of universities, colleges and public and private institutes who are training in the Directorates of the Ministry.

Section of Data and Information:

It is concerned with entering and processing training-related data, providing data and statistics on trainees, providing the relevant official authorities with the required information on the reality and employment movement of workers in the Ministry and its formations.


It is managed by an employee with postgraduate degree and has university service of no less than (8) eight years, he/she undertakes the tasks of developing and implementing admission systems and distributing students to colleges and institutes in universities, while conducting an electronic audit of the documents of students admitted to public and private colleges, providing advisory and technical services to the Directorates of the Ministry in the field of computers and the process of maintaining them with all their accessories and it undertakes its tasks through the following sections:

Section of Systems and Software:

It is responsible for all systems and software activities, including the programmatic activity of the direct central admission system and other admission channels, supervising the progress of implementation, updating and developing the programs of the old systems to be developed.

Section of Engineering:

It is responsible for securing the operation of devices and equipment (servers, computers, production and regular printers and scanners) for the central admission system, building and maintaining its networks, as well as designing and implementing electronic unites required to develop devices and suit them for the need of work.

Section of Initialization and Audit:

The Section is responsible for receiving and collecting data and processing it (formatting, checking, sorting, modifying and matching) and then feeding computers with this data through screens and programs designed for entry, as well as checking documents.

Section of Computer Security and Maintenance:

It is the Section responsible for the maintenance of various types of computers of the sections and departments of the Ministry’s Directorates and all their affiliated, as well as providing them with spare parts and materials as needed.


It is managed by an employee with postgraduate degree and has a functional service of no less than (8) eight years, he/she undertakes the task of following up universities with regard to the main tasks that the department undertakes to follow up on their implementation, such as following up developments, following up graduates and electronic archiving and he/she undertakes his/her duties through the following sections:

Section of Development Follow-up:

The Section is concerned with following up on the developments of universities, colleges, departments, and branches, and following up on completing the shortage of faculty members, laboratories and classrooms.

Section of Alumni Follow-up:

The Section is concerned with providing technical support to the sections of rehabilitation, employment and follow-up of graduate students in public universities and integrating them with the labor market.

Section of E-mail Follow-up and Electronic Archiving:

The Section is concerned with following up the Department's mail and ensuring the speedy completion of mail, as well as archiving incoming and outgoing mail according to a computer system prepared for this purpose, following up on a package of procedures and policies to support the private sector by the Council of Ministers, updating the archiving system in line with the need and requirements of the Department.

Section of E-mail:

It undertakes the task of outgoing mail received in the Department and archiving incoming and outgoing books as well as internal memos electronically, which makes it easy to refer to them when needed.
