During inking an agreement on behalf of the Iraqi Ministry of Higher Education and Scientific Research, Minister of Planning, Dr. Khaled Battal Al-Najm and the accompanying delegation with the Egyptian Minister of Higher Education Dr. Khaled Abdul Ghaffar for the academic years 2020-2023 on encouraging both sides to establish and continue bilateral cooperation between the universities of the two countries and their scientific institutions in a way that ensures the achievement of twinning between them and provide scholarships for Iraqi students in pre and postgraduate studies in all fields, as well as researching opportunities for faculty members within scientific specializations. Dr. Al-Najm said that the two sides agreed on including the visit of faculty members in associated universities with one of the contracting parties in various fields to deliver lectures, exchange experiences and attend symposiums that will be held during the visit. Dr. Al-Najm added that the agreement reviewed encouraging of joint supervision of university faculty members in both sides for the Master's and Ph.D. studies, exchanging of training courses in scientific and technological specializations, the encouraging participation in conferences, symposiums, and workshops, providing the necessary facilities to train outstanding students in the universities of the two countries and conducting joint researches between the faculty members in educational institutions of the two sides. It is worth mentioning that the Iraqi delegation was the Advisor of the Iraqi Ministry of Education, Dr. Ali Hamid Kadhim Al-Shukry and the Director General of the Scholarships and Cultural Relations, Dr. Hazem Baqer Taher.
