During the Comprehensive Digital Governance ceremony, His Excellency, Minister of Higher Education and Scientific Research, Dr. Naeem Abd Yaser Al-Aboudi announced the end of the traditional paper-based era at the Ministry of Higher Education and Scientific Research and the launch of a new era of complete automation across all aspects of academic administration and administrative transactions.





Dr. Al-Aboudi emphasized that January 19, 2026, marks a pivotal moment in the Ministry's institutional performance and a conscious transition to a non-traditional strategic identity that derives its presence and effectiveness from the requirements of internationalization, the context of leadership, and the standards of institutional excellence.





His Excellency highlighted that with this transition and digital transformation, the Ministry is solidifying its leading position in strategic planning and the automated implementation of a digital correspondence and archiving system in record time and this ensures the integrity of administrative procedures and enhances performance efficiency.





Dr. Al-Aboudi demonstrated that eliminating paper transactions represents a long-term commitment, matched by a conscious and sustainable approach to develop digital infrastructure, strengthen employee capabilities and bolster information security to guarantee the continuity and stability of fully electronic administration.





His Excellency also reviewed that the ceremony included the screening of several documentaries that addressed the digital transformation process, along with a presentation by the Deputy for Administrative Affairs, Dr. Adnan Al-Jumaili, on the electronic correspondence and archiving system.





Dr. Al-Aboudi honored senior staff members and several distinguished universities in recognition of their contributions to this strategic initiative, as well as praising the active roles of the Ministry's staff in fulfilling its requirements.







It is significant to mention that the ceremony was attended by senior staff, university presidents, deans of colleges and representatives from several State institutions.
