The Ministry of Higher Education and Scientific Research inked a Memorandum of Understanding and a Letter of Intent with the University of Massachusetts Lowell and the University of Nebraska-Lincoln.

The Ministry reviewed that the Memorandum of Understanding and Letter of Intent was signed by Director General of Scholarships and Cultural Relations, Dr. Hazem Baqir Taher aims at enhancing academic and research cooperation in the fields of engineering, science, agriculture, and water resources, supporting and expediting the admission process for scholarship students in advanced academic programs, launching joint undergraduate and postgraduate programs with Iraqi universities and providing research fellowships for visiting professors.

Higher Education demonstrated that the Memorandum of Understanding and Letter of Intent were signed in Washington, D.C., on the sidelines of the AIEA Annual Conference 2026, in which Iraq participated, represented by the Ministry of Higher Education and Scientific Research, alongside representatives of international academic institutions.
