His Excellency, Minister of Higher Education and Scientific Research, Dr. Naeem Abd Yaser Al-Aboudi and his Emirati counterpart, Minister of Human Resources and Emiratization and Acting Minister of Higher Education and Scientific Research, Dr. Abdul Rahman Al-Awar signed an executive program for cooperation in the field of higher education and scientific research.

Dr. Al-Aboudi reviewed that the bilateral agreement was signed between the Ministry of Higher Education and Scientific Research of the Republic of Iraq and the Ministry of Higher Education and Scientific Research of the United Arab Emirates for 2025 - 2026 – 2027.

His Excellency said that the agreement includes supporting, documenting and cooperating between the two countries in the educational field and the exchange of experiences and expertise related to the fields of higher education and scientific research, such as the exchange of information in academic fields and educational systems in the field of equivalence of university and postgraduate degrees for the purposes of mutual recognition of certificates according to the systems in force in both countries and the exchange of systems in force in the field of evaluating academic programs and institutional accreditation in the two countries and other various academic fields.
